What's the difference between Brandon Harris and Jameis Winston?

So Winston played zero plays his Freshman year and was Red-shirted. Harris at least got plays his Freshman year.Looked great at times and took some first team snaps at practice. Why could Harris not have a year in 2015 like Winston had his first year?

Also, one was developed by jimbo fisher, possibly the best qb developer in college football. The other is stuck in the les miles offense.
