If there been NO investigation, it wouldn't have surprised anyone, but with JJ's name being dropped in a police report and the blurry iphone video (which proves nothing) popping up, we'd pretty likely have been flagged for some serious further NCAA investigation.
So while it sure seems like BRPD is going overboard with this all, it may be to protect the university. Again, nobody with any sense can claim LSU is doing anything on JJ's behalf.

Because this has zero to do with the ncaa

If someone had made it go away, and there was an appearance of boosters giving hush-money, board members encouraging law enforcement to drop investigations, or anything like that to protect the starting QB, the NCAA would likely set up an office in Baton Rouge until they could burn the program.
