Only because the pitchers at that level don't miss their spots. The shift only works when you pitch a certain way to induce ground balls to that specific side of the diamond.
In MLB they were shifting and then jamming guys with 99 mph fastballs. It's physically impossible to get your bat around that fast so they banned it.
College baseball is a whole different game in that regard and the shift isn't as effective

That pitch was outside making it easy for a right handed hitter to go opposite way.
