With Wisconsin being a big dairy state, I was curious if I would have to buy the cow, or if the milk would be gratis?

You'll be fine just about anywhere around the stadium. When we go to packer games, we walk up with drinks, as people are parked in all the yards drinking too. The cops shouldn't hassle you unless you're out of control. Be respectful and you're likely fine.
