Rulebook question on punts: ineligible man downfield

Anyone know the actual rule on illegal man downfield in college? I've noticed what seems to be in the last couple of years, there are a ton of linemen 5, 10, sometimes 15 yards past the line by the time the ball is kicked. I thought the rule used to be 5 yards, but can't find anything in the 2014 rulebook that even refers to an illegal man downfield.
The effect it seems to have, esp when combined with rugby-style delayed kicks, is that there are far fewer fielded returns. Was there a rule change I missed somewhere along the way?

Thats only a NFL rule. With these spread punt formations, the snapper essentially gets a free release every time and they're 10 yards downfield by the time it's kicked.
