Report Cover vs. Binder

The photo I saw is not a Binder but a Report Cover. Binders are like 3 and 4 ring and can be up to like 8 inches thick. We had a lot of those at work for Procedures, etc. The Report Cover was used when I was in College to put like Term Papers and Special Reports in. We used those at work for like Special Projects, etc.

it was basically a comb bound binder/notebook.

Nobody ever claimed it was a big 3 ring binder.
