A few posts above I recommendd Killens for the best steak I've had in my entire life - and I've eaten at most of the best steak restaurants in the world. The Killens BBQ recommended above is the old Killens steakhouse (I think). It's nearby, but a different restaurant from the steakhouse.

Don't stay near NRG, there isn't shite around there except the ghetto. Stay off of 59 and Kirby or Buffalo Speedway. You can easily get to Rice Village, the Galleria, and Midtown from there.

The old Killen's Steakhouse is actually Killen's Burgers. Pricey, but really good. Killen's BBQ is a little further east down 518.

I went on my bachelor party for the whisky game.
Do's
Woodrow's There is more than one I don't know which one we went to but it was happening and packed with Lsu fans. We went on Thursday night and it was club type music younger crowd probably average age 28. We also went gameday and it was sports bar style showing games and a crowd that was every age.
St. Arnold's brewery the day before the game. The actual tour wasn't that fun but the drinking and carrying on with about 500 Lsu fans was fun.
Pregame tailgate at the bars and makesure to head to the stadium atleast two hrs before the game.
Have a game plan for getting back to your room. We walked probably 5 miles before we literally threw ourselves infront of a cab and demanded he take us back to our hotel. The line for cabs was 1000 deep and I bet the line for the tram was 10 thousand deep. Our buddy decided he didn't want to walk with us so he got in a line for a cab he got back 5 hrs after the game was over. We were 2 hrs. I don't know what the solution would be but I would find one if I were to do it again.
Take your favorite hangover cure with you . If you are a drinker.

Go to the titty bar. They have pasties on their nipples and they suck. It was also like a 30 to 45 min cab ride for some reason.
Wear jeans and boots. Yes it's Texas but it's hot as he'll in Texas and you will do a lot of walking.
All in all probably the best trip I have ever taken with a group of friends. We ended up getting on tv for about 5 seconds after a touchdown and all our phones started blowing up with people saying they saw us on tv. I have plans to print out and frame a still shot of all of us going nuts and beating on the wall.

Best Steaks in Houston downtown is a little different than in "Houston". If you are staying at the Magnolia, Flying saucer bar is close by FWIW and you can catch the train there to the stadium.
I would go to Killen's Steakhouse. It's in Pearland which is down 35 from downtown. It's expensive and a ways away, but the best steaks I've eaten anywhere. It makes Ruth chris look like Texas Roadhouse. If you want to just eat a very good steak go to Vic and Anthony's or Pappa's Steakhouse off of McKinney. Morton's Steakhouse is good as well. All are in downtown.

Opinions will differ. Perry's and Pappas are generally considered the best steakhouses but don't sleep on the Double Eagle in the Galleria.

Probably in the parking lot. Bring water. It will be balls fricking hot. LSU fans tend to congregate at Christians Tailgate in both Midtown and in the Heights, but tailgating will be done in the parking lots more than likely.

I would personally stay at the St. Regis near the Galleria. The Westins in the Galleria aren't bad. If you want to stay downtown, the Four Seasons or the Magnolia are both good options. A little cheaper is the Hilton Americas.
Food
First and foremost: Tex-Mex. my top picks:
1. Original Ninfa's on Navigation
2. El Tiempo
3. Hugo's (more upscale)
4. El Big Bad
Steak:
1. Papas Bros.
2. Killens - arguably better but out in Pearland

To each their own, but I like Pink's better than Star, Romano's is decent at best, kenneallys is bar pizza and tastes fantastic, but only when drunk.
Try Cane Rosso or Pizza Solario. Luna is also great. Dolce Vita makes a mean one as well.

Hay Merchant...by far the best taps and hamburger in town. Owned and run by Chris Shepherd...won a Beard award with his sister restaurant on the next corner (Underbelly).
and if you're up for it, this is what you should be ordering in addition to a burger. it's fricking delicious...

Astor Crowne PLaza right near NRG then take the rail into mid town or wherever on Friday. Saturday, you want to be able to walk to/from the stadium. If you are counting on an Uber on gameday, expect to pay out of the arse. if you are counting on the rail on gameday, expect to be at NRG like 3 hours before kickoff or have extended wait times. If you plan on driving, just expect traffic and lots of it.
The Wisconsin game was an absolute shitshow.
Staying near NRG still gives you access to everything you want to do in the days leading up to the game via the rail but on gameday you save yourself tons of headache.

Although it's been stated several times now, enough cannot be said about Killen's steakhouse. If you are serious about steak you will not leave disappointed. I fully recommend the Japanese Wagyu strip. It is pricey but it is well worth every penny.

Best steak in town is Pappas Bros. Strakhouse. One downtown and one on Westheimer.
