The floor below is stadium club level. Im sure they wouldnt mind visiting fans having access into the area they paid an arm and a leg for.

They managed to work it out on the east and west with stadium club/suites on both sides.

because the upperdeck is twice as tall and visible from the outside. In order to do what you want they would have to scrap the outside facade like they did.
