Memorabilia vendors inside gates

Anyone know who is in charge of these folks at the athletic department (or whoever is in charge of vendors at the games)? I am not talking about the sports shops folks, I am talking about the people with signed jerseys and helmets and that kind of stuff. Thanks in advance.

The one I am needing to visit with someone about was righ inside the entrance gates, they were running it like an auction type deal....

Not really ..it was a bunch of overpriced pictures, "everyone was a winner"...they all had high starting "bids"... every bid was a "winner"...you could "win" one for 10$ more thAn the previous bid...it made no sense
