Is cost-of-attendance a new recruiting tool?

Why is there such a disparity between cost of attendance money being offered from school to school? $3096 for LSU athletes and $5666 for those from Tennessee? WTF is the rationale for that?

My guess would be the variation in tuition and fees coupled with student housing.

Why should all universities cost the same to attend when there are so many factors involved in determining the quality of a respective school (e.g. academic excellence, enrollment numbers, location, public vs. private, flagship vs. regional, cost of living for city, etc.)?

If what you say is true, then why, starting with this fall semester, will Mississippi State provide all its full scholarship athletes with an additional $5,126 per year, taking the total value of their scholarships to $22,420 annually, but Stanford’s increase, for example, will be only $2,625, taking the total value of the scholarship at the somewhat more prestigious private school to $65,165 per year? I'm pretty sure that the cost of living in Palo Alto, CA is higher than it is in Starkville, MS.
