If developing QB's is a weakness,

...why don't we just recruit juco QB's? They are already developed mostly, and just have to learn the playbook. Simple solution or am I missing something?

Because there is rarely elite talent at the QB position at JUCO.

It's not like there are great JUCO QBs sitting on the shelf every year. You might find a good one every 6 years if you're lucky. I'm not saying you shouldn't recruit them when they're available but that's a losing strategy long term. You have to be able to recruit and develop kids out of high school.
