How do the other bowls pick their particpants?

I'm confused how the rest of the bowls work.

Playoff seems clear: after regular/conference championship games, committee picks top 4. None of these 4 play in any of the 'regular' bowl games.

I guess the next best from their conf:
SEC/Big12 in new Dallas game,
BIG and Pac12 in Rose

But what about the other major bowls? Does it all revert to pre-BCS process?

According to S.Mandel's article, the committee will pick all 6 bowls' teams. Which if true makes all the previous conference tieins obsolete. The other 699 bowls will scramble as always.

I imagine they will try to give some deference to the traditional tie-ins where possible (for example, putting the #2 Big 10 and Pac 10 teams in the Rose Bowl, if the Rose Bowl is not one of the semifinals and the champions make the playoffs). Like they do now if one of the tie-in teams makes the BCSCG.
