They pick teams that will fill seats and generate tv revenue. Usually it will be something like SEC #5 vs BIG #4. Meaning the bowl is the 4th to chose a team from the BIG and 5th to choose a team from the SEC. I know its changed a bit with the playoffs. LSU will play a big name school, but they may also be having a shitty season.

For SEC it is usually picked close to the order in which they finish because not many teams travel poorly
