Exactly! This is the byproduct of the concussion litigation facing football. If the defender goes "high" he risks a penalty for targeting or hitting a defenseless receiver. If he goes "low", he's dirty for risking serious injury to the receiver's legs. Essentially, the NFL is asking defenders to make split second decisions at great speed ensuring that they only strike an offensive player in about a 1.5 foot radius.
