Yes. People go to work, carry luggage, golf clubs, etc. An ice chest should be acceptable. And I rode the light rail everyday for an entire summer

Texas has a very broad public intox law but I haven't seen them go crazy with it since about 07 or 08. In reality it likely won't happen, but you could theoretically be arrested for having a beer in a bar. It's up to judgement of the TABC officer. It's mostly used to target groups like suspected illegal immigrants or the homeless. Like Houston has a new law officially outlawing smoking in city parks. On the surface, great, I don't have to worry about smoke in the park. It's more or less to give the cops a reason to run off the homeless that like to hang out at the park near my house.
