On a number of occasions, ESPN said that Singer has set a finals record with 12 strike outs. Didn't Laxton strike out 16 Wichita State batters several years ago in the championship game?

Yes he did.

They must be talking about the finals in this format but haven't qualified the statement.

I believe it was 24 years ago: just a few more than "several".
