Years ago I saw some idiot throw a "Silver Salute" under a NO Mounted Police&Horse in the Quarter during Mardi Gras. The horse jumped about a food vertically, and skittered a little bit. Another mounted policeman, from about 10 feet away, came over and sandwiched the idiot between the two horses. One cop whaled on the guy with his billy club from the front, the other from behind, with the horses holding the guy up. After about 5 or six hits a piece, they let the guy crumple. Foot patrolmen then whisked him into a paddywagon parked around the block. The dude looked pretty messed up.

And you probably catch them by running them into a confined space where they don't want to be because you don't know how to make one walk up to you. It's really easy to learn and if you wish then I'd be happy to tell you how to do it. Works like a charm 100 percent of the time.
