I don't follow recruiting much. Is this an ok size for an inside LB recruit? I thought LSU was trying to get a little heavier inside?

He's still young, as long as he's got a good frame that can add weight, he's fine right now as a junior. 6-3 and broad shoulders and fast is ideal.

He has S/OLB listed on his own twitter - don't know why 247 has him listed as an ILB.

...because a player doesn't necessarily project to the same position in college that he played in high school. Odell Beckham was the QB at Newman.

This kid was voted firsts team D at the Army All American futures combine last week. Below is what they said about him.
LB Damone Clark – No linebacker was better in coverage against the tight ends than the Baton Rouge (La.) Southern University Lab prospect. Colorado, Florida, Miami and Mississippi State are a few programs already in the game here.

I'm sure offering right now is a last ditch effort to attract Allen.
Not saying he wouldn't get an offer otherwise because he looks good, but handing it out 3 weeks before signing day is pretty coincidental.
