Driving back into N.O. from AL

Older relatives went to AL to ride out the storm. Today they want to drive back in.
Looking at the DOTD site, it shows a restriction on 10W coming into N.O. Does anyone know how traffic is moving through these parts? These are two people in their 80's, so I don't want to see them stuck in a major back up.
