I felt that way too until I got a hold of black locust wood. It was like trying to burn a rock. Lol

as noted it’s waxleaf ligustrum. The wood burns fine, those green leaves send up a bunch of acrid smoke though

Wax Leaf Ligustrum, anything will burn if the fire is hot enough. Wouldn't use it to start a fire.
