Refinishing outdoor firepit

I have a heavy duty firepit from Goodwood Hardware. Its several years old and needs a new coat of paint. It has lots of surface rust that I want to remove before hitting with some high temp paint. What is the best way to remove this surface rust?
I was thinking a cheap die grinder and wire cup wheel. Maybe a die grinder a 2" or 3" sandpaper disk?

4" angle Grinder and a 4" type 29 flap disc.

Flap/tiger disk, wire wheel, wire cup, sand blaster, any of them will work.

build a hot fire in it, that pops off all the loose rust down to just the fine surface rust.
then hit it with a hose while its still real hot and its as clean as you can get it, all it needs after that is light sanding to paint it.
but honestly, why paint it, the paint will all be gone after the first fire and get rusty again so just leave it rusty and the surface rust protects it just like paint will
