I guess pre-germinating seed is the "new" thing cause i am seeing it on every youtube channel now. But can i do it after putting preemergent down?

Pre is the new everything. People are pre scalping their bermuda. Dude, you are either mowing your lawn or scalping. There's no pre scalping.
That being said, no. Your pre em layer will be in the root zone and kill the newly germinated plant.

Ok my assumption was the pre emergent prevented germination, not prevented root growth post germination.

That is a popular thought but the seed has to germinate in order to pick up the pre em.

Pre-m doesn't prevent germination. It prevents the growth of the newly germinated seedling.

Sure you can but you will be just throwing money away.

There's no pre scalping.
Pre-scalping to me is taking off the top layer and bagging. Scalping in the spring is a huge job for me, so I do it in phases. After a few weeks of greening up, I’ll then do a full scalp to the dirt and bag all of that.
