This is my second controller to do this. It's got brand new batteries in it and when you hold the home button down it doesn't power on.

Tried running the cable to it as well and nothing. Hard reset, nothing. What the frick.

Any clue how to fix this or anyone had this happen to them?

Something similar happened to an old 360 controller of mine.
Turns out that they used shitty capacitors in the controllers.
What I had to do was charge the capacitor by removing and inserting the battery pack over and over again until it took hold.
After that I had no problems with it.

Is the Xbox powering on at all?

The battery pack loose? That was an issue I had with a 360 controller.

The Xbone controller is junk compared to the 360 controller. I like it more but it feels and seems cheaply made.

I have a problem with the joysticks getting stuck in random positions and my first one had a joystick just randomly come loose.

Finally somehow I got it to come on. Not sure what I did, but now when I plug my headset into the bottom of it, it shuts off the controller. Awesome.

Had the same issue. Talked to Microsoft and they basically said it was busted, if you still have a warranty they will replace it for free for you if you ship them the busted one. If not, get ready to cough up 50 bucks
