Am I imagining, or are some of these bosses respawning? Either there are multiple bosses with the same name, or they re-appear later in the game. WTF. I should only have to kill them once, lol...at least trick me by giving them different names!

I haven't seen any bosses repeat, but they have a lot of upper level specialist that pop up more and more (purple meter guys). Plus the groups are getting bigger that you have to fight.
I just fought a group in a cemetery and they all have shotguns. So I went ahead and equipped one for my next run through. They run right up on me, so it's too close for my other guns. Plus it takes too many bullets to kill them. Only 2 blast from their shot guns and I'm dead.
Are you running with groups? I'm doing it solo, but I'm tempted to sign up. I hear it is much easier that way.
Also, I found another trick to build up XP kind of quick. Shoot all of the dogs, rats, birds.. get a lot of credit for it. I leveled up twice last night, a bunch was because of that..

I just had an encounter in a cemetery, but I accidentally stepped "out of bounds" and failed the mission...it was kinda late, so I said screw it, I'll try again another time. But yeah, I've noticed that it's not as easy to casually roam the streets like I used to. The gang members seem to stick together in groups now, as opposed to straggling by themselves or with maybe just one other person...

Yes, you can't get the good gear until you hit lvl 30, which is usually around the time you beat the game

I'm already a 30, but have a lot more to go. Like 3 more neighborhoods left. I got some good gear, but not much yellow /gold yet. Still wait till after the story is over?

Once you are 30, you can get the good gear. You'll have to start in tier 1, get a gear score above 162 and move to tier 2. Then on and on. Once you get above 230, you can get into 5 and score some 256 gear.
You can go into DZ anytime. It will scale for your gear score.
