Question about CPU Temperature

I just installed a new motherboard and installed the CPU and heatsink with thermal paste. The CPU is currently around 76 degrees C. Does it take time for the thermal paste to start working? Do I need to try reapplying the paste?

76 C means you didn't apply the paste properly and the heatsink isn't making contact with the CPU or you have a broken sensor
Did the heatsink have the pre applied paste square on it already?

1) Which CPU and stock or aftermarket heatsink?
2) What is your computer doing when you're reading 76 C?
