So i just got a 4K TV and I have been playing Horizon and honestly it looks amazing. Will it really look that much better on a Pro? Gamestop will give me $170 store credit for my PS4 so I would only be coming out of pocket $230 before tax. So my question is will I notice the difference and is it worth it?

PS Isn't there a way to turn on HDR with the regular PS4?

HDR works on regular PS4. You should turn on, it is a huge difference.

With that said if you have a 4k TV get a pro.
Well worth it.
Horizon on the pro on a 4k TV is one of the best looking console games ever and probably the best.

Also pro will cut down on loading times.

on your PS4.
Go to the Video Output Information screen. Go to [Settings] > [Sound and Screen] > [Video Output Settings].
Check the onscreen messaging to ensure your TV is HDR capable
In the Video Output Settings menu, set the HDR and Deep Color output settings to Automatic.
Start a HDR enabled Game or Application

I found how to turn it on

is this for 4K tv's only?

i tried it last night. Horizon looks amazing. I just don't see how much better it could possibly get but I guess with Pro it does.
