It got what I expected, which is pretty much nothing. There's over 5 games that Sony is developing for Vita, and they don't bother to mention any of them.

Is Sony throwing in the towel on Vita?
What does everyone think? This worries me. As long as we get localizations I will be happy, but if Sony doesn't care why would other companies. A vita is not worth enough just for remote play.

I don't think they are putting much more into it than they already have. I still think it's a good system that I eventually want to get but for whatever reason it hasn't taken off.

They're just saying what they've been doing since launch. Sony Japan will make a lot of Vita titles and Europe will make a few occasionally. SCE America will ignore it as it has since launch (outside of indies, localization assistance, and Borderlands 2).

I didn't see that site say anything about a memory card. You will need to get one but there usually are sales that you can get one cheaper. Amazon has the 16 GB for $36 and 32GB for $67.
