Will all my games still run at 30 fps given that it's 4k resolution downsampled to 1080p, or will the games have a 60 fps 1080p mode?

I'd rather 60 fps in 1080p.

I've never got into the fps meme, but I recently finished Dark Souls 2: SOTFS (PS4) and jumped into DS3. DS3's frame rate almost made it unplayable for me.
