Preloading games question (Witcher)

Okay so I pre-ordered Witcher 3 yesterday and downloaded it (on PS4)
So today I got on and went to that download to see if there is anything to install or whatever. Doing this brought up a timer that says "Playable in ____", but rather than being playable at midnight, it is set to 6pm central time.
Does anyone know why this is? Does that really mean it will be playable at that time?
Also, anytime I have ever pre downloaded a game I always end up waiting hours to install it, is there anyway to go ahead and get the install part done before?

They said they are releasing the game in the earliest possible timezone for everyone, just as a bonus. So yes, it's out at 6pm.
