Piracy is always going to happen.
The thing with internet piracy is this.
Say I download Photoshop illegally.
I was never going to buy that product in a million years because its so goddamn expensive.
I technically stole from them, and if caught should face legal action. However, they didn't lose revenue because I was never going to buy it and they aren't providing any support because I didn't buy it.

Fwiw, the biggest reason I pirate is because I no longer have the cds to the old arse games I used to love.

I haven't pirated a game in more than 5 years. I may download an installer because my disk is scratched or I otherwise lost it somehow, but it's always been for games that I own
Like AC:Brotherhood. I have a legal copy of that game that I've never installed. I tried installing it with the online download, and it didn't work because it would only let me install to C:/. Then I downloaded .isos of the dvds to see if that would let me install somewhere else, but my key didn't work with the dvd installer. Then I contacted tech support and they basically accused me of piracy.
and then I said frick ubisoft, and no matter how badly I want one of their games, I won't even pirate it, much less buy it.
