NCAA 10 recruiting information

What does everything mean?
I can kind of guess at some symbols. But what does the meter on the right mean that goes up when u find an interest? If i offer a scholarship, it fills up completely green. Do i still need to recruit other angles, though the green bar is full? I also noticed that the next week, the green bar has gone down. Maybe its in the manual that comes with the game, but i didn't read it. Some help would be nice.

since there us now a meter, does the face on the phone matter(other than him hanging up on you)?
