LOL - AP or AD INcreased Damage

So playing an AP caster for example, TEEMO lets say. If you add as much AP as you can, would your mushrooms and poison shots to more damage then if you have say 3/4 that AP. Or is there a cap on each spell or on a character in general?
Also, if an enemy gets a Magic Resist item that says 35MR, that means your dmg will do less. So if I get an item that says 35 magic penetration, that nullifies his MR item so will do more damage right? Lets say that person does not have any MR, if I get an item that does say 15 MR, will it do more dmg to them even if they do not have any MR items?
Again playing Teemo for instance, should be goal be to get as much AP and MR as you can?

Your abilities scale via ratios, so the more AP you have, the more damage your shrooms will do.
As long as I've been playing this game, I honestly am not sure how magic pen truly works. (Same for Lethality, formerly Armor Pen)
Not necessarily. Teemo can be built full AP, full AD, on hit or Hybrid.
MR = Magic Resist (defensive, reduces incoming magic damage from enemies). I think you meant Magic Pen (which is offensive and not defensive).
AP Teemo - Self explanatory. AP scales with his Q, E passive and shrooms (R). Build AP items only.
AD Teemo - Self explanatory. AD does not scale with any of his abilities, but synergizes well with his ability to split push. AD will cause his auto attacks to do more damage to towers.
On Hit Teemo - core items used are items that provide "on hit" affects such as Wit's end, Nashor's, Rage Blade, etc... This build can work well since it provides attack speed, AP and AD. While your base stats may not look stellar, the damage from the "on hit" effects the these items provide is significant.
Hybrid Teemo - Exactly what it sounds like. Usually has Gunblade and BoTRK as core items. Provides both damage types to synergize with your auto attacks and your abilties that scale off AP
