Not sure where you heard that but when I preordered it said in the message "some time after 12:01 EST". So maybe it is 9 am. What I've been reading though is that for preorders on the psn that are day 1 digital, it is usually within the first hour after 12:01 EST.

You are correct about 12:01 EST
Was watching a Dev stream The show last night and he kept commenting on how he was sorry about the current issues with DLing from the PS Store, and how they don't think it was on the Show's development team's end.
