Is Pokemon Go a race against other people?

I read the guy that got all of them first is getting a free trip around the world to catch some more.
If I play the game do we each see the same Pokemon and can each get it? Or is it whoever traps him first?
I need a vacation and was thinking of downloading the game.

If a Charizard pops up randomly then everyone can catch it. It's not limited to just one person.
