Importing 2016 rosters into NCAA 13 Dynasty?

Just broke out NCAA for the first time in a while. While looking up 2016 rosters to download I realized there's no point if you have to load them then sim from 2013, but it looks like there's a way to import not only rosters but pretty much everything into the Dynasty itself once you get to 2016, making everything up to date. I've tried searching but there doesn't seem to be any instructions on how to do this from scratch. I found an RAR file that has everything but I have no idea what to do with it. Has this been talked about on here?

have you tried extracting it, copying everything to a usb drive, and then putting it in ur ps3 and copying the files to the ps3?

Go to operation sports and they should have videos up that show you how to do or just YouTube it
