Guy buys game on Steam and it auto deducts his account over & over to -$93K

They fixed it but that seems like a bad day

My question is how did his bank not freeze the account before it got over 93,000 in the negative?
This also speaks as to why you should opt-out of the coverage for purchases that put your account in the negative.
