Those games being "held hostage" wouldn't exist without consoles.
Sony and MS aren't holding back 4K and all of that shite. The amount of PC gamers willing to pay for the games is.

Tons of people (myself included) still have a 720p TV. The only thing I hate about my 720p Plasma is that it only has two HDMI ports. Even when I buy a new TV, I doubt I'll get 4K.
It'll be years before that catches on as mainstream, and right now, even if you have a cheap 4K TV, it takes a lot of power to run modern games with that resolution.
