It goes under the meat to serve as a barrier for juice that would otherwise sog up the bottom bun, rendering it useless.

My superior burger prep style eliminates the soggy bottom bun.
It also puts the crunch factor on your bottom teeth. 4/5 dentists say crunchy foods are much more enjoyable and much safer when crunched by the bottom teeth.
