What's the deal with Tiger Bait Grill on S. Harrells Ferry?

They've got that garage door looking covering over the windows (which by the way has graffiti on it) half the time, and not even when you'd expect them to be closed. I'll pass by at what should be a decently busy time for a restaurant and it's all shuttered up.

This can't be a legitimate business can it? If so, someone needs to tell the owner that what they're doing now is not exactly the most appealing look to potential customers
