Banh Xeo? Yes, both Dang's and Viet Garden have them. They're good, if you like bean sprouts (they're loaded with them).
I prefer the banh khot (fried Vietnamese cupcakes) at Viet Garden. They are delicious.

Yes. Le market is right next to sadec kitchen. Search for banh cuon sadec on Yelp and get directions from there.

I haven't been to Viet Garden in a while so it's quite possible they have Banh Xeo. Not sure about Dang's either even though it's my go to place for pho in Baton Rouge. I'll say that before Dang's was sold, they definitely did not have Banh Xeo.
