This was back in July, now I hear they have laid off a number of people. What's going on?

Probably because PJ's is the preferred choice in NOLA

Reasoning was that it was on the wrong side of the street.
People had to cross Canal on the way downtown.

You can't hire people if your business closes...

Waffle House locked in the prime real estate.
Mitch shutting off all traffic coming from Metairie or the Lake area couldn't have helped, though.

This is somewhat old news but that location and the drive thru (which is only allowed by conditional approval from the council) was a bad idea from the start. They tried to build a suburban model store on the wrong side of the street. Not sure if that side of the street is ready for a coffee shop.
To survive as a coffee shop at that located they needed to get a ton of foot traffic from the new hospitals. That should have been their goal when opening, not focusing on drive up traffic going downtown.

It's been closed well before that construction started. It's just on the wrong side of the street to capture early morning work traffic, and its still not a particularly great neighborhood so you get zero foot traffic. The only people who would walk to it (the VA) have coffee shops on site.

Yeah, but the layoffs are in the corporate office not one of the stores.

Gotcha.
The configuration of those hospitals don't seem to be real conducive to outside "foot traffic" in the area.

CC's on Jefferson Hwy in Harahan also closed after only being open for a very short time.

Probably doesn't help that there are coffee shops in the hospitals so you dont really have a need to leave.

NOLA hates a U Turn

Problem is its 2 U-turns, one to get there, and one to get back to going downtown. On Vets where people are used to doing that and not walking its ok. Before Katrina it would have probably been ok.
Now there are decent-to-good places to get coffee all over the CBD. I'm not doing that when I can drive to the CBD, park, and walk at most 2-3 blocks to get a good coffee before going to the office or my downtown meeting. Plus drive up traffic gets you 2-3 hours of business in the morning, you still need people to buy coffee the rest of the day with no other retail around to provide customers.
To summarize, suburban model, wrong side of street, probably doomed to fail.
