I need to replace my venerable Photoshop 7.0. I need something, hopefully at a reasonable price, that will do the layers and has similar cropping tools.

Any suggestions would be appreciated.

If you're familiar with Photoshop, I would recommend going with GIMP. It's free and very powerful.

Clip Studio Paint Pro is about $50 and is probably the best bang for your buck replacement for Photoshop. They even have a trial version Clip Studio Paint Pro

If your looking for something for free Gimp and Paint.net are both pretty good.
