This was huge in 2008. One of you farkers should make a "Septuagenarian Jews before Hoes" tshirt with Bernie Sanders' crazy mug/hair instead of Obama for this 2016 cycle.

Google "Photoshop threshold." I believe that's the technique that was used.

You can do it with Image Trace in Illustrator. The Cutout filter in PS does something similar.

Yeah, I tinkered around with the cutout filter a bit. It made something kind of similar but couldn't quite seem to match how smooth those other ones are.
