Whats the reason for not starting a QB at Flex?

I see good QB's averaging 15 to 18 a game while everybody else's skill position flex is around 8 or 9. I'm new to fantasy football and am wondering why sub a 9 point RB or WR at FLEX with a 16 point QB?

If your league allows you to start a QB at flex, you always start a QB at flex. Most leagues do not allow this.

I've never seen a flex spot have an QB option; mostly just WR/RB, WR/TE, or WR/RB/TE. But yeah, if your flex has a QB option then you should just consider it a 2 QB league.
