Waiver wire question

I have the number 2 waiver this week. We have a rolling waiver claims. I have a claim on Player X as 1st priority and Player Y as 2nd.
If the guy with the number 1 waiver claims Player X then do I get Player Y or do I get kicked back to the final spot?
If the guy with the number 1 waiver claims Player X then do I get Player Y or do I get kicked back to the final spot?
