Waiver Settings on ESPN

We are trying to move our league to an auction style for waivers instead of the standard ESPN waiver system. Only problem is we cannot select "free agent auction" under the waiver sections of the league settings. Anybody else encounter this problem or know how to fix it? We want to be able to bid on locked players to acquire them on our team.
