I round vote yes for a stickied thread giving tips on how to get responses for a thread.
"Rules" seems a bit much, though I know I'm just splitting hairs.
I just think when people give so little information especially in the subject line they are wastim their time. Because I'm not going to waste my time clicking on a thread to see if I have any interest, or knowledge of the players.

I agree with you. Those that don't know the rules probably won't read the rules.

Maybe call them guidelines or suggestions then? Kind of arguing semantics though.

I wouldn't care one way or another. If a thread doesn't have enough information for me to answer, I just move on (for the most part). If I come back to the board later and there's more info, great! I jump right in.
I feel like if we have a sticky laying out the rules/guidelines, then we'll waste just as much time and effort as we do now. People will still create the same posts, lacking the same information as before. So instead of saying "post the scoring type," or "post this or that," we'll spend the same amount of time saying "check the rules before you post."
I frequent this board during football season, and still make a mistake in my posts every once in a while. But as people come more often, they learn the system and how to get people to respond properly. I think that the addition of another sticky would create change in only a small amount of these new threads that you're concerned about (personal opinion).
I'm not against having a thread stickied during football season for FF, but not year-round. It isn't an eye-sore for me, and it might help new users learn how to get the best response to their post.
