Starting a "Keeper" option in my league...

I know similar questions have been asked about how to start up keeper leagues etc, but this is a little different (I think) than some of the other questions previously asked.

I am commissioner of my league and we are starting a 1 keeper. My question is how do those that are in keeper leagues govern what happens if teams want to keep someone that was either traded to them or that was picked up off of waivers.
I am thinking that keeping a traded player is off-limits and keeping a waiver-acquired player costs you a Round 3 pick. Do your leagues allow that? What does it cost you? Is that too high/low of a round?

The keeper league I'm in doesn't penalize you for keeping a certain caliber player, although I wished it would. It keeps a sense of balance in the league.

And as far as not being able to keep a traded player, it makes zero sense.

I just imagine the scenario of some sort of collusion between two teams.

However it could be useful, and I doubt any of the participants would want to unilaterally help out another team.

Just thinking of the different problems which could arise.
