Am I missing something?

Why hold him for 3 weeks and then drop him a week before he's set to return?

Desperation and impatience. Happens all the time. Bet the Gordon owner either has a losing record or got raped by the injury bug

Stupidity. Unless this is an 8-team league, there's no reason to drop him. When not suspended, he's no worse than a WR2.

It might be any of the above. I really don't care why he dropped him. Just wanted to make sure there wasn't a reason for me to not use a waiver claim on him.

Not necessarily. You don't know that owner's situation. He might have limited bench spots and could be in a bind.

It's literally the equivalent of dropping a WR2 with WR1 upside on his bye week. I can't envision a single scenario where this could be considered a smart decision.
