Obvious collusion is obvious?

Team A has Shady, Gordon, Freeman, and Ajayi. Can only start 3. Has Odell at WR, and M. Lee is his WR2. Team A has a playoff spot secured.
Team B has Crowell, Martin, Ingram. He is fighting for the 6th and final playoff spot.
Team C has Larry Fitzgerald and has been eliminated.
Team A drops Ajayi, Team C drops Larry Fitzgerald...Team A with the first waiver priority picks up Larry, Team B picks up Jay Ajayi with the second waiver pick.
No doubt this is collusion, right?

Pretty obvious. Team C would have a hell of a time justifying dropping Fitz (who did they pick up by dropping him? and "why")

Definitely collusion. I'd reverse this. Eliminated teams shouldn't even be allowed to make roster moves. All 3 should be banned from the league next season.

I've reversed it, and gotten blasted for it for overstepping my bounds as the commish. The common claim from those owners is that I'm just upset that I didn't get Ajayi or Fitz on the waiver wire.

I would tell the Ajayi owner that if he wants to drop him, that is fine but you aren't allowing a team that is out of the race to start dropping good players.

I don't get the rationale at all of letting him keep trying to drop Ajayi. His full squad:
QB- Ryan, Palmer
RB-Shady, Freeman, Gordon, Ajayi, Powell
WR- Odell, Hurns, M Lee, Thielen
TE- Graham
D/ST- Vikings
K- Gano

Good on you, they wanna attack you, just laugh. I would actually first make them explain their logic behind dropping said players first though.
